Fund against Child Labour (FBK)
Around the globe, 168 million children are in work. The term 'child labour' refers to when children are too young to work, or do work that is too hard or too dangerous for them, and this work prevents them from receiving a proper or any education.
Due to the lack of education for example, child labour hampers the development of individual children and of society as a whole. This means child labour is not only a consequence of poverty, it is also a significant cause.
In the UN Sustainable Development Goals, it has been agreed that child labour should be eliminated by 2025 (SDG 8.7). Entrepeneurs and business can contribute to this goal through the Fund against Child Labour.
The Fund from the Ministry of Foreign Affairs’ Fund makes subsidy possible for projects aimed at Due Diligence (OECD Guidelines) and local multistakeholder projects on (production)location. The Netherlands Enterprise Agency (RVO.nl) is administering the fund.

Due Diligence in Metallurgic Supply Chains
Three companies will execute this project: TATA STEEL, LDM and Hunter Douglas. All three are members of VNMI that intends to sign an IMVO convenant. In general, VNMI members use metal ores / concentrates, secondary metals / metal scrap and semi manufactured metal products. These products are partly sourced from countries where child labour may be an issue. The first step of this project entails the selection of at least 2 specific supply chains and countries that will be the focus for the project. The root causes of child labour in these supply chains will be analysed in this project, including mitigating measures to address these and taking into account the companies’ responsibilities within the UN Guiding Principles on Business and Human Rights (UNGP). In addition, current internal operational processes will be reviewed and if necessary adjusted (action plans for implementation will be developed). Based on the lessons learned from this project a 'tailored' child labour tool kit will be developed that will be made available to other VNMI members and other interested parties.

Child Labour Due Diligence - Muta Sportswear
Muta is aware of the existence of child labour in Pakistan. With the due diligence exercise in this project, Muta wants to identify, prevent, mitigate and account for how to address actual and potential risks on child labour within their production chain of textiles in Pakistan. Mainly in the 2nd and 3rd tier child labour is suspected. By integrating the results into our own management processes Muta will gain better understanding on how child labour can be reduced in there supply chain.

Promoting decent work and education in the rice sector in Pakistan
Together with the milling company Rice Partners Limited (RPL) and civil society partners Fazaldad, Mars Food is working to better understand and address working conditions in the rice sector in a region of Pakistan, with a focus on risk factors for child labour.
Mars Food is also collaborating with Verite, a leading global labor rights organization, on elements of this work. Together, they aim to reduce risk factors of child labour in the rice supply chain, support access to education and share their learnings along the way.

Child Labour Project Dutch Garment Convenant
This project will be executed in the Netherlands, Bangladesh (Dhaka) and India (Tamil Nadu). The project is coordinated by Stop Child Labour/HIVOS and implemented with a number of garment and textile companies, UNICEF, the India Committee of the Netherlands, local partner NGOs, FNV, INretail and the Social and Economic Council.
The project partners follow-up on the commitments made in the Agreement on a Sustainable Garment and Textile sector. Their project goal is to permanently prevent and eliminate child labour in the garment supply chains, including the lower tiers. Their goal in the long term is to provide children and young workers (14-18 years of age working under exploitative circumstances) identified in the garment supply chains and their families, with a sustainable solution addressing the root causes of child labour and access to education.
We aim to achieve this through
1) creating insight and transparency in the value chain of the collaborating companies beyond the first tier,
2) developing methods for control mechanisms that go beyond auditing,
3) assessing and identifying risks that are encountered there
4) adjusting the companies’ policies accordingly, and most importantly:
5) designing and implementing an action plan to effectively and sustainably address the issue of child labour and its root causes.
In doing so, they engage communities and local stakeholders to improve the lives of children and prevent them from being employed throughout the value chain. Through actively sharing lessons learnt on an effective approach with
(1) all signatory companies of the Agreement and
(2) other stakeholders interested, they aim to ensure an impact reaching beyond their own value chains.

Establishing a child labour monitoring and remediation system (CLMRS) in Tony’s Chocolonely’s cocoa supply chain in Ivory Coast and Ghana
This projects aims to tackle child labour in the long run by embedding a management information system on the social conditions of farmers in the supply chain.
Community Facilitators supervised by Monitoring and Remediation Agents will collect data on the risks and occurrence of child labour on cocoa farms supplying to Tony’s Chocolonely.
The gathered information will form the bases for addressing the root causes of child labour in cocoa growing communities through remediation activities. This will lead to a reduction of child labour prevalence in the long run. The described approach will be implemented by ICI (International Cocoa Initiative) in close cooperation with the supplying cooperatives in Ghana and Ivory Coast.

Towards vegetable seed production without child labour
East-West International BV wants to expand and rollout its existing child labour prevention pilot programme to this district and all of its other existing and new production areas and considers it crucial to have the programme embedded with supporting continuous education. The programme consists of multiple components, both immediate and longer-term:
1) immediate solution - removing child from the work,
2) stimulating children to attend continuous education,
3) tackling root cause of child labour,
4) organizing training for female pollinators to improve their productivity and skills and enhance their affordability for production farmers relative to untrained children and
5) providing a feasible solution to support the family to be self-sufficient and improve their income 'through knowledge transfer and practical training in vegetable production'.
This programme involves all stakeholders - children, parents, farmers, key persons in the community - and aims to provide long-term solutions.

Children in the forgotten link of the textile value chain
The project addresses child labour in the textile recycling industry. The consortium consists of three partners: Sympany+, Humana People to People India, India and Committee of the Netherlands. Sympany+ trades second hand textile collected from municipalities in the Netherlands (23 million kilogrammes annually), of which approximately 30% is not re-wearable textile that is traded to eastern Europe and elsewhere. Sympany+ wants research and create transparency in its textile retail chain in order to be sure that no child labour is part of her retail chain after she has sold it. It is likely that part of the waste textile lands in the recycling hub Panipat, India. The multi stakeholder approach of the project entails a.o. a value chain research of the post-consumer textile, an assessment of implementing a tax system for garment and textile in general and working towards child labour free zones in the Panipat area, including fast track middle school education for children who stay in factories.

Pilot Projecten IMVO Convenant Natuursteen
The natural stone ‘IMVO Covenant’ aims at specific CSR-risks within the manufacturing and supply chain of the natural stone industry in order to reach substantial improvements within a period of 3-5 years for those groups that experience negative consequences. The parties involved in the preparation of the Covenant agreed that the implementation of Covenant should be supported by a number of pilot projects. The aim of these pilots is to learn lessons on how socially responsible purchasing may encourage companies to contribute actively to the reduction of CSR risks in the supply chain, in particular with respect to child labour. These lessons are to be applicable in sectors other than natural stone.
These pilot projects should support the development of three basic aspects of the Covenant in a case study, and/or deliver best practice which stakeholders can build on. These aspects include:
1. Sustainable purchasing.
2. Due diligence.
3. Child labour free production.
An integrated approach, in which the demand side and the supply side both commit, is the foundation for a win-win-win situation: by generating real demand for sustainably produced natural stone by the Government - to start with, it will be more interesting for suppliers to invest time, energy and money in these subjects in order to actually improve the situation at the source. Indispensable to achieve this win-win-win is the involvement of the Government and relevant NGOs and trade unions, who, with their networks and knowledge, can support an advise the supplychain partners.
