A long-term contribution is made towards sustainable economic growth, self-reliance and the fight against poverty. Netherlands Enterprise Agency administers FDOV at the request of the Ministry of Foreign Affairs of The Netherlands.

Climate change and water supply in the Mekong delta
In the Mekong Delta climate change leading to a higher sea level increases salinization and groundwater withdrawal by industries and drinking water companies causes land subsidence. Both developments put major stress on fresh water resources in the Mekong Delta. In addition, due to limited management capacity and insufficient maintenance, non-revenue water is high. This situation leads to insecure and non-sustainable water supply for seventeen million people in the Delta. The project aims at improving drinking water supply by increasing availability, improving operational efficiency of the companies and reducing climate change effects on the water companies. It will also reduce the water and energy footprint of the water companies and industries. Main components of the project are:
Achieving climate change preparedness for water companies and in industry
Achieving water supply financial sustainability through improving operational efficiency (NB non-revenue water reduction to supply 178,000 people)
Moving away from ground water use towards surface water as a source of raw water by construction of a new Water Treatment Plant sufficient to supply at least 80,000 people
Improving water supply to the urban poor by extension of the network and create new household connections for 130,000 people including 25,000 poor people
Reduction of the water footprint of industries in the Mekong Delta.

Intelligent Water Management
The bottleneck this project wishes to solve are water imbalances (scarcity and excess) in the Andean region of Colombia, which is where the majority of the population and coffee sector is located. The role of the coffee sector in this respect is important. According to recent studies coffee production is responsible for 55% of the grey water footprint (contamination through coffee washing and drying) in the agricultural sector, being the main user and contaminating factor. They are also the most effected, as main users of clean water resources in the Andean Mountains. Climate Change adds to the water imbalances: alternate water supply shortages or excessive rainfall and its effects such as flooding and landslides. The water imbalances negatively affect farm productivity (quantity and quality) and thus farm income. This in turn increases the shortfall of supply compared to the international demand of coffee. The project will be implemented in five departments of the Colombian Andean Mountains Range with coffee production, in 25 municipalities (25 micro water catchment areas), with 11,000 coffee farmer families. The coffee farms in this area are predominantly small-holder farms with an average of 0.7 ha planted with coffee. Applicant is the Colombian National Federation of Coffee farmers and its Coffee Research Institute CENICAFE, in partnership with Nestlé, Nestlé/Nespresso and WUR. The project intervention focuses on four result areas, which are closely related and feed into each other:
1. The establishment of a Water Platform for dialogue, cooperation and the establishment of learning networks across private (not just coffee), public, academic and civil sectors to foster cooperation for integrated water management and ensure key actors are aware of the importance of water management and assume their responsibilities in this respect.
2. Improvement of coffee production systems of 11,000 coffee farms in terms of environmental and productive performance (reduced water use and waste water production as well as treatment of the waste water that is produced) through knowledge transfer, farm improvements and technology transfer.
3. Recovery and preservation of ecosystems associated with the production and watershed areas, through bioengineering practices in 8,000 farms and ecological restoration and reforestation of 90 ha in riparian zones along the river line.
4. Generation of strategic knowledge to support responsible decision making through establishment of a Water & Climate (W&C) monitoring system and Early Warning system.

Sustainable Water Services in Harar, Ethiopia
The PPP will produce a Master Plan for Integrated Water Management in the Region by sustainable water abstraction and conservation providing water supply services to urban and rural water users. Besides a water treatment decalcification unit will be installed to reduce the hardness of the water at the source and prevent future problems in sustainable water production.

Given the occurrence of waterborne diseases and infant mortality in Ethiopia and its impact on Public Health and given the mutual dependency with regards to water resources for the Addis Ababa municipality and the Oromia Region the PPP in this project proposal will introduce and consolidate a collaborative framework for water resources protection in the municipality of Addis Ababa and the region of Oromia. The PPP will support the set up and implementation of the framework by introducing Water Safety Plans, in which both the capacity of partners Addis Ababa Water and Sewerage Authority (AAWASA) and Adama Town Water Supply and Sewerage Service Supply (AWSSE) to deal with non- revenue water will increase. The project will also demonstrate small infrastructural measures in the catchment areas of potable water to increase water availability and its quality in the cities of Addis Ababa and Adama (e.g. prevention of soil erosion). Upscaling of these interventions to a national level will be made possible through the establishment of a national Education Centre focusing on Integrated Water Resources Mgt. and Water and Sanitation and Health approaches.

Integrated water management and knowledge transfer in SK Basin
Project area in the Savannah Agro-Ecological Zone of Northern Ghana is characterized by difficult agro-ecological conditions, annual flooding, droughts, poor soils and erratic rainfall, resulting in mainly rain fed farming conditions. The project envisages to introduce modern irrigation and rain fed farming aiming to increase incomes of about 3,000 outgrower smallholder farmers on 6,000 ha producing a variety of crops including maize, legumes, soybean and cotton. The project will develop 150 ha land into fifteen block farms of 10 ha each for outgrowers and 250 ha into a commercial irrigation farm. The intervention contains an extensive training and extension package to sustainably support the behavioural change from traditional into modern farming, introducing irrigation as well as water retention and improved crop management techniques (conservation farming), at the same time ensuring availability of agricultural input supplies, credit facilities and access to secured markets. The project which has significant scaling opportunity, will have an indirect impact on the livelihood of 21,600 people and stimulate employment and economic growth in the North of Ghana.

Mobile monitoring of rural water and sanitation services that last
The project aims to contribute to reducing the high level of the breakdown of drinkwater and sanitation systems in Ghana. Rural water supply has been successfully extended from 29% in 1992 to 63% in 2011 coverage of the rural population. However, as more systems are installed, the breakdown of existing facilities needs to be addressed. The project introduces a mobile monitoring system using sms by which communities can report broken water facilities. Also the project will set up an effective response system for District Authorities and GoG using the internet and mobile phones, whereby the government can effectively budget and plan investments. Out of ten regions in Ghana, this project focuses on 6 regions and more than 100 districts, envisaging impact in terms of water and sanitation on approximately eight million Ghana citizens. The Dutch IRC is partnering in this project with the Community Water and Sanitation Agency (CWSA), a governmental agency responsible for facilitating the provision of safe drinking water and sanitation services to rural communities and small towns in Ghana, as well as Skyfox Ltd, a mobile service organization, the Dutch ICT company AKVO, and the NGO Water for People.

Financial Inclusion Improves Health and Sanitation
One major focus of Kenyan policy on sanitation is to reach Open Defecation Free (ODF) areas and improvement of sanitation facilities in order to improve public health. The proposed project wants to contribute to this by using the Community Led Total Sanitation (CLTS+) approach to sensitize trigger communities to build (improved) sanitation facilities, in combination with offering micro finance products to be able to pay for the required investments. This proposal is based on a similar approach which was successful in India (Finish India).By the end of this project, the partnership will have made 840,000 people aware of the importance of proper sanitation. 40,000 household will have improved sanitation facilities (i.e. 280,000 people with safe sanitation) and thus increased economic potential. Approximately 20,000 households will have taken a sanitation loan and 20,000 will build their sanitation facility without a loan. Moreover, fifty sanitation enterprises will have been formed through increased demand for sanitation. On the long term, sanitation loan products will be an integral part of the micro financing market.

Malawi: Water Demand Management to Mitigate Water Shortages
Mzuzu is located in the north of Malawi and is Malawi's third town. It is a rapidly growing city. About 50% of the population lives in informal settlements. Problems faced are limited provision of water and sanitation (WASH) services. The Northern Region Water Board (NRWB) is mandated to provide drinking water, but can only provide this service to 68% of the population. The responsibility for providing sanitation services shifted from the Mzuzu City Council (MCC) to the NRWB, but transfer of duties, personnel and funding is not carried out yet. While septic tanks are used by 20% of the population, around 80% of the population in Mzuzu still uses poorly constructed and shared pit latrines that pollute ground water. The NRWB and MCC lack capacity and coordination to improve access to WASH services in Mzuzu, but realise that this is urgently required, considering the growing demand for water and recurring water scarcity. The NRWB and MCC join forces with VEI and Plan to sustainably increase the financial, technical and managerial capacity of the NRWB and MCC to:
1. increase water efficiency,
2. reduce ground water pollution and
3. increase coverage of WASH services to low-income households.

West Bank Wastewater Reuse Project
The project aims to further treat the wastewater from a recently renovated wastewater treatment plant in Jenin to enable the re-use of the wastewater for agricultural irrigation purposes, in particular orchards and grassland. The project consists of a post-treatment facility, a reservoir and a 2 x 3 km piped distribution network to the agricultural areas. Initially 3,600 m3 per day will be produced, growing to 7,000 m3 per day in 2020.

PPP for increased access to sustainable water services in Rwanda
Scarcity of water treatment systems and insufficient water quality in rural areas are well known problems in Rwanda leading to low labour productivity, impeded economic growth and (worst case) mortality. The project will contribute to rehabilitate existing water infrastructural facilities and improve water supply access both in urban (Kigali) and peri-urban cities (close to Kigali) as well as enable extension of rural water supply systems. Technical Assistance during this project will effectively lead to lower Non Revenue Water (NRW, due to physical loss and non-payment) of partner EWSA in the capital city of Kigali, improved Operation and Maintenance capacity at the Energy, Water and Sanitation Authority (EWSA) which in turn can be used for training of water professionals at District Level and the installation of more water kiosks points in rural areas by partner FEPEA. Special attention in the project will be given to improve the capacity of care takers / community villages and contractors in the Operation and Maintenance of rural water infrastructural systems. To sustain the improved NRW and Operation and Maintenance capacity at EWSA and its ability to let FEPEA render services to the Districts in future an internal training centre for technical staff will be established at EWSA.

A Green Sustainable and Safe Water Source
About twenty systems (GreenSource) for collecting water will be installed to provide twenty villages in rural areas for drinking water. Water will be collected in basins (with artificial grass on top) and be purified. Use of membrane techniques for purification and water will be collected in basis of geotextile. After installation local companies and institutes must have the skills to independently install and maintain more systems.

Catchment of rainwater is important for the island of Sri Lanka to secure access to sweet water, especially in the dry South West. This is a very poor region of Sri Lanka were access to water can drastically increase living conditions. The local partner in this project, Arthacharya, is already active in poverty relief and micro finance in this area but is limited in its success through lack of access to reliable water sources. Rehabilitation of existing, sometimes age-old, dams can secure water availability and has a very short payback period through higher income due to better and more crops. Nevertheless financing these dams has proven to be problematic. This project envisages a bottom-up approach were farmers organisations are stimulated to take control of their own situation by giving them access to new financial and organisational tools to realise dam rehabilitation projects. The new financial tools will be developed in a public-private partnership between Rabobank Foundation, the Dutch water boards, Artacharya, Arthavida, AKVO and Waterhelp. The public-private partnership should also help to increase political acceptance of such a new model. The project approach is to slowly shift from grants to credit during the project. The project should ultimately provide a new financial and organisational tool for farmers organisations to take control of water management. Project activities will take place in the Moneragala district of Uva Province, with focus on the Wellawaya division. It is expected that the tool will be scalable to other parts of Sri Lanka as well as other countries. Similar challenges are for instance experienced in Southern India.

Networking Wash projects in Mara region Tanzania
The project addresses two problems: the high non functionality of water facilities in rural areas and high fluoride content in some areas. A majority of the village water schemes are working below capacity, and some do not function at all, caused by issues regarding management, tariff structures and technical problems. Community Owned Water Supply Organisations (COWSO) are mandated to deliver water in rural areas, since policy rural water reforms in 2010. The project will establish a mini network operator, called SAWA-DEC (SAfe WAter DElivery CEntre) which will provide central water services to the COWSOs. In the Mara region fluoride is found in high concentrations, causing health problems. The project will develop a low cost fluoride removal technology in order to deliver safe water. The project is located in the Mara region in North Tanzania. The partnership consists of seven partners: SNV (NGO) is the lead applicant. Regional secretariat Mara region (government), DUNEA (company), TNO (research), Hatenboer (company), MUWASA (government), BoP innovation centre (NGO).

The main project goal is to provide secure and sustainable drinking water in rural areas in the provice of Alibori in Benin. The Eijkelkamp Foundation wishes to support and initiate this project that will be developed, executed an operated by new local Benin entrepreneurs. With the local partners Le Pont Foundation and the Institute National d'Eau (INE) and the Dutch partner Royal Eijkelkamp Earth Sampling Group BV a project will be executed that aims at the establishment of local rural water businesses, owned by jobless UAC graduates in MSc/BSc water or environmental studies. These new water entrepreneurs will be locally trained by a new department in INE. The Dutch partners will provide knowledge, supervision and control and hardware, the local partners will put effort in organisation and operation of the activities in Benin, legislative actions and senzibilisation and contact with local authorities, selection of water entrepreneurs and M&E and dissemination.
This project aims to provide safe drinking water to 96,000 village inhabitants by realising 800 shallow-depth water wells.

AQUACRUZ
The project will work with 16 water utility cooperatives and companies in the peri-urban areas of the city of Santa Cruz (SCZ). These utilities (also called EPSAs), responsible for the provision of water and wastewater services are facing large challenges to cover their costs and to provide their services in an efficient and sustainable way, high percentages of non-revenue-water (40- 50%), limited operation and poor maintenance expertise (approximately 25% of the current water infrastructures is operated inefficiently). Bench-AGUA will provide TA to improve access, availability and quality of drinking water and wastewater services. Bench-AGUA aims to achieve this by introducing Benchmarking in the Bolivian water sector providing a learning platform, where utilities set objectives to improve their services and exchange experiences on how to realize this. Through this improvement of service provision, the project will benefit around 1 million people. 25% of the beneficiaries can be classified as urban poor and vulnerable groups."

Increasing water use efficiency in sugarcane growing in India
The project aims to increase water use efficiency in sugarcane farming in India to address over-exploitation of the groundwater resource that threatens the income security of millions of sugarcane growers and, by extension, the future of sugar mills and associated industry in India. The intervention strategy is designed to achieve sustainability on the basis of a clear business case for cane farmers. The project acitivities centre on the mass adoption of improved irrigation and farming practices that are known to reduce water use and result in higher crop yields and margins for farmers. The project will deliver sloid proof of the effectiveness of intervention by monitoring water productivity using innovative remote sensing techniques and through robust socio-economic assessment of the impact in the command areas of 3 sugar mills in the southern states of Karnataka and Telangana.
The main outputs and outcomes of the project after 4 years are:
- 35,000 farmers trained in best farming practices
- 5,000 farmers trained in financial literacy
- 300 micro-entrepreneurs trained to provide farmer support services
- 3 mills Bonsucro certified
- Water consumption reduced by 16%
- Sugarcane yield improved by 12%
- Water productivity increased by 33%
- 90 billion litres of water saved
- 446,000 tons of sugarcane additionally produced.

Performance enhancement of water utilities in Kenya
In Kenya, more that 8 mln people live in (peri) urban low income areas (LIAs) with low acces to safe water (38%) and appropriate sanitation (47%). Water Service Providers (WSP's) are the principle suppliers of water & sanitation services to these areas. The PEWAK project will improve the performance of WSP's in Kenya by creating access to water services in LIAs, SMARt investment in non-revenue water reduction and upscaling benchmarking as a tool for pro poor investment strategies.
The projects activities aim at the following outputs and outcomes:
- improvement of the performance of 25 Water Service Providers (WSPs) in Kenya
- Creating access to water services in LIAs for at least 100,000 people and access strategies for 750,000 people
- SMART investments in NRW reduction for at least 51,000 connections (improving water services for at least 400,000 people)
- At least 10 water service providers will scale up Non Revenue Water reduction through innovative finance
- Upscaling benchmarking as a tool for rapid dissemination of best practices on a.o. NRW reduction and pro poor investment strategies.

Sustainable Water Services Beira
This project is located in Beira, the second-largest city in Mozambique. The project focuses on providing expertise and hardware to the water supply company FIPAG focusing on "health and well-being" and "economic inclusive growth" to improve the access to drinking water for the Beira population in low income areas through:
1. Improved access to drinking water for 110,000 people in low income areas in (greater) Beira.
2. Improved service levels, supply hours from 11 to 14 hours per day and less supply interruptions (first create sound baseline to quantify decrease) and improved water quality (specifically targeting turbidity, in 2013 51% of samples exceeded quality thresholds) .
3. Creating a financial sustainable and organisational robust FIPAG Beira that will be able to implement necessary maintenance and replacement programs to sustain and further results regarding access and service levels through:
a. Increasing revenues with 18% (by means of a 10% NRW reduction)
b. Decreasing operational costs and footprint per m3 consumed
4. Creating an enabling social/community environment that addresses WASH knowledge, hygiene, gender consumer needs and payment issues targeting 50,000 people.
The following outcomes are envisaged:
- Non Revenue WRWE reduction of 10% (from 47% to 37%)
- extension of capacity of water treatment of 5,000 m3
- 100,000 new satisfied clients for FIPAG
- 18% higher turnover of FIPAG
- 2 new paying modalities are introduced
- awareness campaigns on WASH, gender and women empowerment.

Sustainable and Resilient pro-poor water supply Cebu
The sustainable and resilient pro-poor water supply project Cebu is located in the central, typhoon-prone part of the Philippines. The Metro Cebu Water District provides water to 43% (820,000) of the population, is profitable and can sustain its operations but it lacks capital for significant expansion of the network. No investors are interested in funding extensions of the distribution system. Especially in poor areas where return on investment is low and risks are higher and it is not commercial viable for MCWD to invest. MCDW developed a 60-80 strategy (aiming to connect 60% households and 80% commercial) but funding this strategy is problematic leaving the most vulnerable people without safe and affordable drinking water. Another issue in the region is that the Cebu area suffers from regular earthquakes and typhoons after which MCDW is not capable of recovering water production within an acceptable time span. The project intends to improve access to clean drinking water to 80,000 poor people, of which 30,000 belong to the poorest people in the slums of Cebu aiming to alleviate poverty, improve health conditions, improve livelihoods, improve conditions for economic growth and enhance self-reliance. For the poorest, community programmes will enhance health gains, with training in Water, Sanitation and Hygiene (WASH), Health Promotion, Food Security and in building resilience against natural disasters. Without this project, these people would never have access to such amenities. To ensure that water supply remains uninterrupted, or can be operational soon after strong typhoons or earthquakes, the project will also provide plans and facilities to increase disaster preparedness and resilience. So that shortly after a major incident the population will quickly have their basic needs catered and can focus on reconstruction their livelihood. Furthermore, MCDW operations (project management, distribution control, water safety) will be improved by training and the design of a water safety plan including after Disaster Guidelines and equipment. These guidelines will help MCDW to get operations started after a disaster.
The project goals are to extend the water network, improve network resilience and provide access to clean water for an additional 80,000 people in Metro Cebu.

Building with Nature Indonesia: Securing eroding delta coastlines
Northern Java's deltaic shorelines suffer from severe erosion and related flooding hazards, caused by mangrove conversion for aquaculture, groundwater extraction and infrastructure development. Over 30 million people in Java are at risk. The agri- and aquaculture sectors, two engines to economic growth, have suffered multi-billion losses. Conventional hard-infrastructure solutions have been found to be ineefective, expensive and unable to adapt to climate change. Furthermore, they fail to bring back the economic, environmental and social benefits that healthy mangrove coastlines offer. The project introduces Building with Nature to accomplish resilience along eroding delta coastlines. This innovative approach combines civil engineering with mangrove rehabilitation to build safe and adaptive coastlines, while simultaneously introducing sustainable land use. First, through a large scale Building with Nature proejct in Demak district, we provide coastal security and support sustainable revitalization of 6000 ha of aquaculture ponds along a 20 km shoreline. This enhances safety, inclusive economic growth and self-reliance of 70.000 vulnerable people. Technical measure to protect the coastline in Demak include restoration of the seidment balance using permeable dams and mud nourishments, alongside mangrove rehabilitation.
This project aims to enhance the resilience of 70,000 vulnerable people by implementing a 'building with nature' pilote, which provides coastal security and supports revitalization of at least 6,000 ha of aquaculture ponds along a 20 km shoreline.

Towards pro-poor private investments in water supply Bandung
Like in many urban areas in developing countries the problem with access to and supply of sufficient, reliable and 24-hours drinking water to the public (households and businesses) is strongly related to the management and operation of the water utility. Non-revenue water (NRW) , from both physical and commercial loss, is a straightforward and common problem, also recognised in this project for the City of Bandung, West Java. The project aims at regaining NRW together with the modification of water treatment plants, extension of drinking water pipe network and enabling better management and operation services with the utility (PDAM Bandung). As part of the Theory of Change and intervention logic the project tackles the problem on both supply and demand side through an enabling environment that would create a sustainable supply of efficient and optimised water (as a scarce commodity), feeding a financially sustainable and self-reliant water utility that is able to attract private capital for investments and improving pro-poor demand-based water services. Based on earlier experiences and best practises with pilot projects, this project provides an integrated approach, from source to tap, for the development and realisation of sustainable drinking water services and operations targeted at the low-income zones of Bandung. Although a business case is not (yet) developed, the longer-term perspective clearly shows that by reducing costs and increase revenues based on a revenue model and a sound cost/benefit ratio for PDAM Bandung, external capital for future investments in infrastructure and network extension, beside operation and maintenance, can be more attracted. Customer-based services are a crucial factor in achieving the longer term goal, by an optimal reduction and control of water losses from NRW, extending the distribution network to low income areas and place additional water stand posts for, initially, free water services to the poor areas. The direct effects of the project interventions include a cost reduction in water purchase by poor and low-income groups, with a knock on effect in creating jobs like vendors or care-takers for better water provision, improve health conditions by improved quality of a constant water supply. The Municipality of Bandung takes a strong interest in the improvement of public services to alleviate poverty and invests in the national objective of achieving the MDGs by 2019. The target on water supply is to provide clean and reliable drinking water services with 70% coverage by 2017 and full coverage by 2020.
The project outcome includes an additional water supply from Non Revenue Water returns for a total of 35,000 people (7,000 households) being supplied with drinking water. This is further divided into 120 new stand posts reaching 12,000 poor people (26,400 people) and new connections to the grid reaching an additional 23,000 people. The result will be that an additional 35,000 low-income to poor people (= 19.4%) will have access to safe drinking water.

Reducing the water footprint of smallholder sugarcane producers
The overall goal of the project is to contribute to the sustainable development of the smallholder sugar cane growers in the Nkomazi region which should lead to (a) increased income levels and a reduction of the poverty and food insecurity of the rural poor, (b) sustainable management and use of the water resources in the Komati river basin.
The main outputs and outcomes of the project will be after 4 years:
- Irrigated Water use efficiency (IWUE) in smallholder sugarcane fields increases by 60%
- Overall water reduction per ha of smallholders' fields by 25%
- TsGro has an operational control and response centre to improve the bulk water supplies for 1,200 sugarcane growers
- At least 1,000 smallholder growers are trained in improved irrigated cane resulting in an increase of production and income with 75%
- 1,200 sugarcane growers Bonsucro certified.

Alternative approaches and tools for improved WATSAN in Uganda
The main goal of the project is to improve the water and sanitation situation in Northern Uganda, in 10 selected towns. Since the northerns part of the country was subject to a civil war until 2006, the North was more or less cut off from the rest of the country and thereby cut off from development. Most of the towns int eh north lack proper infrastructure (hardware) in order to be able to provide water and sanitation facilities to the population and also lack proper management skills. Both the quality as well as the quantity of the water is a problem. One of the main issues in the North affecting the water supply, are the frequent power cuts which can last for several days. Since a lot of the pumps and systems are connected to the general electricity grid, a power cut also means no water supply. The project aims to improve the water and sanitation situation in 10 towns in the North. The emphasis is on water supply and less on sanitation. Besides the rehabilitation and extension of the network and improved management and maintenance capacity, the project also wants to install solar panels for a number of the systems, making the system independent from the often not functioning electricity grid. The sanitation part of the project includes 5 schools, 3 health centers and 2 public toilets. The project also contains a WASH intervention part which includes training and awareness raising on topics like hand washing, sanitation, O&M of public facilities and gender sensitivity.
This project aims to :
- capacity development for improved water management and services provision in 10 towns in Northern Uganda
- increase coverage and reliability of water supply services in towns in Northern Uganda
- establish and implement a pro poor strategy framework
- provision of water, sanitation and hygiene (WASH) services for selected institutions (5 schools and 3 health centres) and off-grid informal settlements
- install solar panels at drinking water facilities
- install 2 public toilets
- reach around 112,000 people at home, at schools, or at the health centres.

Sustainable O&M Model for Manual Pumps in Mali - The UDUMA concept
The project aims at solving the problem of high non-functionality of manual pumps in rural areas.
The project introduces a water services delivery model for manual pumps driven by a viable business case. A private operator - contracted by local government - will finance 40% of the project, will take care of rehabilitation, operations and maintenance of about 1400 pumps and will ensure the functioning of the pumps for a period of 15 years, with a maximum downtime of 72 hours per incident. In return, the operator will be allowed to charge a water tariff, for which a new, user-friendly payment system will be implemented. All pumps will be converted to “E-pumps” equipped with a water meter and data logger to monitor water consumption. Households will pay according to volumes of water consumed. They will receive a better service than in the past, especially a much higher functionality will be assured, against an affordable tariff. The water services system will be based on a paid caretaker at each pump and a network of well-trained and equipped pump mechanics.

The project purpose is to implement integrated water resource management measures and efficient water use in water-challenged North Burkina. In effect, this will boost water efficient off-season horticulture production for 1,596 smallholder vegetable producers (SVPs), among which 63% vulnerable smallholders and 49% women. We do this through investments in sustainable access to water and facilitating a critical service package for SVPs providing credit for investments in water-efficient tech, climate smart agri-training and secured land access. Access to a vegetable growth market is secured through organized value chains. In total at least 19,172 rural poor benefit from this project directly.

Pollution prevention and water reduction in Leather Cluster
The Ganga River Basin in Northern India is one of the most polluted and over-used river basins in the world. The Kanpur Unnao leather cluster is one of the largest polluting industries in the Ganga River Basin. A major challenge is to establish effective cooperation between the public water authorities responsible for effluent treatment and the small, medium and large scale tanning companies who are responsible for reducing the pollution loads (metals, salts, organic waste). Within the project, a partnership platform will be established between the tanners and the local water authorities. The partnership platform aims to provide agreements for the tanneries to reduce water consumption and pollution, and the government to enhance the capacity of the common effluent treatment plant (CETP). The PPP model will serve as a blueprint for other projects and programmes under the ‘Clean Ganga’ river basin programme.
• Solidaridad with the technical partners will train the tannery sector and implement demonstrations, and ensure that a large part of the tanneries (large, medium and small) implement cleaner technologies to reduce water consumption and pollution.
• Immediate beneficiaries are the 250.000 workers in the regional tanning and leather industry (50.000 in tanneries) as well as the 30.000 smallholder farmers who depend on the re-use of the waste water for their agricultural production.

PPP for Sustainible Water supply: Ridge to coast, Rain to tap
In 2011 Tropical Storm Sendong caused severe flooding in Cagayan de Oro, killing 1,268 people, making 38,000 families homeless and interrupting water supply for a month. It highlighted the lack of resilience of the river catchment, water supply infrastructure, residents, institutions and response organisations. Recent flash floods are a painful reminder and wake-up call to stakeholders. In response, COWD is teaming up with Dutch/Philippine private companies (VEI, Unifrutti, FRRL) and Dutch NGOs (WI, NLRC) to develop capacity and invest in:
• Upstream re-forestation to slow water run-off and reduce erosion
• Downstream protection of water supply assets
• Build COWD capacity to sustainably manage current/future demand, incorporating effects of climate change and economic growth.
• Expanded COWD water supply to the most disadvantaged re-settlements and low income areas, providing 40,000 vulnerable men, women and children access to safe drinking water and improving the sanitation chain.
• Improved WASH behaviour and disaster-preparedness.
Traditional IWRM and WASH programmes are often implemented in isolation. This PPP merges the two in a holistic ‘Ridge to Coast, Rain to Tap’ programme - a window of opportunity for local private sector and research institutions:
• Unifrutti: setting the standard among upstream fruit producers by investing EUR 350,000 in enabling Payment for Environmental Services
• University of Philippines: development of rainfall-runoff/erosion modelling/Decision Support Tool
• FRRL: introduction of network modelling software appropriate to the Philippine market
Nation-wide impact is achieved through:
• Replication of PES-funded flood risk reduction approach, up-scaled with peer River Basin Management Councils (RBMC).
• Up-scaling WHO-approved Water Safety Plans through training at national Philippine Association of Water District seminars.
• With a focus on Profit (financial/operational sustainability of COWD & CdO RBMC), People (inclusive economic growth through improved WASH) and Planet (environmental sustainability of the catchment), these interventions are firmly anchored in the legal and institutional framework of the Philippine water sector.

Safe Drinking Water for Ethiopia
Access to safe drinking water forms one of the biggest challenges for Ethiopian households. Water and sanitation related diarrhea is among the top three causes of all deaths in Ethiopia, and Amhara region is one of the regions most affected. In total, more than 9 in 10 households do not treat their drinking water. Costs for central infrastructure and treatment are too high for the rural area. The Ethiopian Health Extension Workers currently lack alternatives to promote the treatment of drinking water. The project therefore believes that market-driven technologies to empower households to purify water at the point of use are the most effective and most sustainable solution for providing safe drinking water.
• The project aims at ensuring 250,000 people (50,000 households) in rural areas of Amhara have access to safe drinking water at the point of use by 2021.
• A public-private partnership will focus on: (1) enhancing knowledge and awareness on waterborne diseases and household water treatment solutions; (2) increasing availability of affordable treatment and storage solutions; and (3) increasing access to credit for rural households to purchase the filter. The project addresses these aspects in a concerted effort between the government (Amhara Bureau of Health), NGO (iDE) for providing the additional capacity building support; and a company for producing and supplying of the water treatment solution (Shayashone and Resilience).

Siaya County water and sanitation project
Rural water schemes in Siaya are typically managed by community water committees. However, due to poor management structures, limited capacities, challenges with revenue collection, lack of accountability and unviable water tariff setting, many schemes are unsustainable. This project adressed the above by adopting a “Public Ownership, Private management’’ (POPM) model through a PPP approach encompassing Dorcas, Maji Milele and the County Government of Siaya.
The objective of this project is to create evidence that this management model will lead to sustainable water supply, improved service levels and will turn water schemes currently not commercially viable into profitable schemes. Other distuingishing elements include use of pre-paid meters; use of loyalty points to provide sanitation and hygiene products and creating open defecation free zones through use of Communty-Led Total Sanitation approach. Additionally, the project will promote gender equality (through increasing opportunities for women to participate in leadership, decision-making and entrepreneurship ventures) as well as inclusiveness of the poor and vulnerable through provision of free water and community safety nets.
In order to achieve project outputs and outcomes, this PPP will defined through a Service Provision Agreement with time-bound Key Performance Indicators, Cooperation Agreement and Partnership Agreement. This project will enable 108,500 people have access to clean water and sanitation. It is envisioned that this model will be scaled up in Siaya as well as other counties and has a potential to attract external financing.

City Wide PPP Led Integrated Fecal Sludge and Solid Waste Management
The project is a Citywide PPP led Integrated Fecal Sludge and Solid Waste Management for improving water security and inclusive green growth in Satkhira and Gaibandha municipalities in Bangladesh.
The project will be serving 300,000 people, focusing specific needs of women and children, the reduction of water pollution and logging, waste treatment and end product market development, focusing employment, increased income and decent working environments for informal waste and sanitation workers.
The main project approach includes integrated planning, multi-stakeholder engaged PPP led inclusive business model development, comprehensive social mobilization for awareness raising of consumer communities to participate in doorstep waste and sludge collection services, design and construction of physical infrastructures for recycling of waste to biogas and organic fertilizer, building local capacity for sustainable O&M, women economic empowerment from value chain development and market promotion of recycled products, dignifying and decent working environment for social inclusion of waste and sanitation workers, ICT based monitoring for tracking consumers satisfaction.
The key project partners include the municipalities, Private sector and consumer communities. The business is expected to reach breakeven in 4th year and envisages subsidy from municipality to minimize the gap for breakeven. Practical Action, RUAF Netherlands and R.K. Metal will provide technical assistances in local capacity building, advanced researches and supporting the development of national operational plans which will facilitate the knowledge sharing and scaling up PPP led inclusive business model in collaboration with national programmes on waste management.

Anticipatory Flood management in Alexandria Egypt
This project will lead to sustainable Anticipatory Flood Management (AFMA) in Alexandria, Egypt. AFMA will reduce flood probability and impact, and it will foster rainwater harvesting and storage and will serve as a catalyst for upscaling to other Arab city regions.
The AFMA approach contains mitigation actions to reduce flood generation and impacts during extreme weather incidences. The approach entails capacity development on how to prepare for flooding and increase flood resilience of the build environment (incl. rainwater harvesting and storage), improved information and communication based on early warning to enhance participatory flood resilience - to be achieved by strongly involving women in project design and execution - and the establishment of a PPP Flood Risk Management Unit to sustain AFMA beyond the project duration.
